The minimum volume size drops from 10 GiB to 1 GiB.

A small service no longer has to pay for 10 GiB to store a few hundred megabytes. You can now create volumes from 1 GiB, and grow them online whenever your data needs more room.

ubctl apps volumes attach svc_123 --path /app/data --size 1

New databases still start at 10 GiB by default; only the minimum has changed.
